Mosaic owns the Riverview Manufacturing Plant, which converts phosphate rock into crop nutrients and has been operating since 1924. In 2025, the federal government designated phosphate as a critical mineral due to its role in food and national security. Riverview alone produces ~18% of phosphate fertilizer used in the North American market.
Since 1989, the EPA requires phosphogypsum, a manufacturing byproduct, to be stored in engineered phosphogypsum stacks or "gypstacks." Mosaic's East Stack at Riverview is expected to become full in 2030. The Riverview East Stack Extension permit will provide the storage needed to safely support operations to 2046.
Mosaic will minimize new land use by building nearly half of the extension on the East Stack's shoulder. The extension is on the west side of the East Stack — opposite of neighboring homes.
What the Permit Will Do
- Protects local jobs
- Extends the existing stack by 178.5 acres right next to the current East Stack and opposite nearby neighborhoods
- Includes permanent protection for 344 acres of shoreline and coastal habitats
- Repurposes industrial land, including former auto junkyards
