Florida Operations
Hillsborough County

For more than a century, The Mosaic Company’s Riverview facility has grown alongside Hillsborough County. Our success depends on the strength of Hillsborough County and the communities we call home, where more than 1,000 Mosaic employees live and work each day. That’s why we invested more than $6.4 million over the last five years in partners who strengthened the community, fought hunger, protected wildlife, and expanded education.

Riverview
East Stack
Extension Permit

Mosaic owns the Riverview Manufacturing Plant, which converts phosphate rock into crop nutrients and has been operating since 1924. In 2025, the federal government designated phosphate as a critical mineral due to its role in food and national security. Riverview alone produces ~18% of phosphate fertilizer used in the North American market.

Since 1989, the EPA requires phosphogypsum, a manufacturing byproduct, to be stored in engineered phosphogypsum stacks or "gypstacks." Mosaic's East Stack at Riverview is expected to become full in 2030. The Riverview East Stack Extension permit will provide the storage needed to safely support operations to 2046.

Mosaic will minimize new land use by building nearly half of the extension on the East Stack's shoulder. The extension is on the west side of the East Stack — opposite of neighboring homes.

What the Permit Will Do

  • Protects local jobs
  • Extends the existing stack by 178.5 acres right next to the current East Stack and opposite nearby neighborhoods
  • Includes permanent protection for 344 acres of shoreline and coastal habitats
  • Repurposes industrial land, including former auto junkyards
Learn more about the permit

Bird & Sunken island

As part of the Riverview East Stack Extension Permit, Mosaic is protecting local wildlife and coastlines on Tampa Bay. The permit will be paired with significant environmental commitments. These include:

344-Acre Coastline Conservation Easement

Mosaic will record a permanent conservation easement on Mosaic-owned land. These protections ensure NO future development can ever happen. Includes 344 acres of mangroves, salterns and upland hardwood forest.

Bird & Sunken Islands Preservation

Mosaic seeks permanent Natural Preservation Designation for the portion of Bird & Sunken Islands owned by Mosaic, providing nesting habitats for thousands of birds, and managed for over 20 years in partnership with Audubon Florida.

Support Through Sea Water

$3.6 Million
For +30 years, Mosaic has invested $3.6 million in Florida Aquarium’s growth, education and conservation programs. This includes an ongoing donation of natural sea water that supports +20,000 animals while reducing both costs and environmental impact for the Aquarium.

Since 2004, Mosaic has delivered 300,000 gallons of sea water 9-10 times per year, totaling more than 57 million gallons and saving the Aquarium an estimated $34.2 million.

Economic Impact in Hillsborough County 2025
